# Hunt: Madeleine K. Albright FBI FD-302 / SCO interview (Cambridge July 2016 / Carter Page)

**Date of hunt:** 6 September 2026 (UTC+7)
**Author lead:** Svetlana Lokhova (professional historian) — memory of an Albright 302 from Mueller-era FBI paper: Cambridge meeting; something about Page approaching her. Cannot re-find it. Treated as a live lead; nothing invented.

**One-line verdict:** **HOLE** — no public Madeleine Albright FD-302 (or SCO interview summary) about Cambridge / Page approaching her. Strong **NEAR-MISSES** explain the memory. What *does* exist is programme + Halper **FD-1057** naming her as present + press.

## PIN

**None found** for: Madeleine K. Albright as *interviewee* on an FD-302 / SCO interview summary whose subject is the July 2016 Cambridge symposium and/or Carter Page approaching or speaking with her.

Searched and empty for that document:

| Venue | Result |
|-------|--------|
| Banked `/workspace/ch15-sources/` (Halper ECs + OCR, Judiciary binder Part1/Part2 OCR, Page/Cambridge write-froms, Flynn/Yates 302s, Mueller desk notes) | Albright appears only as **named-present** in Halper EC transcriptions and narrative write-froms — **not** as 302 subject |
| Exact-phrase WebSearch (Albright + FD-302 / 302 / Page / Cambridge; Albright + Carter Page + interview FBI/Mueller/SCO; Albright approached/approach Page Cambridge; BuzzFeed Leopold Mueller 302 Albright; Property of the People FOIA Albright Mueller) | No Albright-as-interviewee 302 |
| Leopold / BuzzFeed / CNN Mueller FD-302 FOIA (19-cv-1278 / 19-cv-1626) press + DocumentCloud release indexes | Releases named hundreds of witnesses; **no reporting or index hit** for Madeleine Albright as a 302 subject |
| DOJ Mueller Report (searchable CNN CDN PDF, full text extract) | **Zero** hits for “Albright” |
| Horowitz OIG Crossfire Hurricane report (archive PDF) | **Zero** hits for “Albright”; **does** say Page approached **Source 2** (Halper) |
| Page HPSCI transcript (Just Security PDF, 2 Nov 2017) | Albright named only in **Hungary / ambassador name-drop** context — not as Cambridge approach, not as her interview |
| Steven Schrage public statements | Says Mueller **did not** interview him; describes Halper focusing **on Albright** at the conference (not Page→Albright as Bureau interview product) |
| Property of the People FOIA pages | No Albright Mueller 302 release |

**Caveat (honest hole-boundary):** CNN (3 Jan 2020) reported the FOIA witness list named 119 individuals and redacted names on ~47% of memo pages. A wholly redacted Albright entry is *logically possible*. Against that: (a) no released narrative ever printed her name as interviewee; (b) Mueller Report never cites her; (c) years of Leopold dumps never surfaced “Albright 302”; (d) a former Secretary of State interview would have been a street bombshell. Until Bates exists, do not write “Albright’s 302 says…”.

## NEAR-MISS (what people confuse with an Albright 302)

### 1. Halper’s August 2016 EC — **FD-1057, not FD-302 of Albright**

- **Form:** FD-1057 Electronic Communication
- **Interviewee:** CHS Stefan Halper (not Albright)
- **Interviewers:** SA Stephen M. Somma / SA Benjamin E. Gessford (NY-CD1); approved Joe Pientka III
- **Meeting dates:** 11–12 August 2016; **serialized** 15 August 2016
- **Bates:** FBI-HJC119-CH-000260 through 000268 (House Judiciary Crossfire Hurricane binder)
- **Banked:** `halper-ec-aug11-12-full-transcription.md`, `halper-ec-2016-08-11-12-attachment-transcription.md`, PDF `halper-ec-2016-08-11-12.pdf`

**Quote (11 Aug EC, CROSSFIRE DRAGON section):**

> The CHS stated that CD had been invited to speak, earlier in July, at a presentation put together by the CHS doctoral student, who had asked CD to attend. The CHS said that former Secretary of State Madeleine Albright was also at the presentation. CD, was described by the CHS, as being "very guarded" during the presentation and stating that his/her views were his/her own and not of the Trump campaign.

**Next paragraph (same EC):** private meeting with CD on or about **7/18/2016** (writer’s note: believed **7/13/2016**); purpose per CHS — CD asked whether the CHS would join the Trump campaign as a foreign policy adviser.

**Why this feels like “Albright 302”:** Bureau form + Cambridge + Albright named + Page in the same block + “approached” language one clause away — but the approach is **Page → Halper**, and the paper is **Halper’s EC**, not Albright’s interview.

### 2. Horowitz OIG — Page approached **Halper (Source 2)**, not Albright

Horowitz, *Review of Four FISA Applications and Other Aspects of the FBI’s Crossfire Hurricane Investigation* (9 Dec 2019), on the 11 Aug 2016 meeting:

> Source 2 explained that, in mid-July 2016, Carter Page attended a three-day conference, during which **Page had approached Source 2** and asked Source 2 to be a foreign policy advisor for the Trump campaign.

**No Albright interview; no “Page approached Albright.”**

### 3. Page → Sara Carter / Mark Steyn (press, not a 302) — direction **Albright → Page**

Mark Steyn, “Tinker, Tailor, Clapper, Carter, Downer, Halper, Spy,” 22 May 2018 (steynonline.com/8667), attributing an aside Page made to Sara Carter:

> “Madeliene Albright was always trying to get me to go into public debates. I told her I was there just as a listener, just as an attendee.”

Direction is **Albright urging Page to speak**, not Page approaching her for a Bureau write-up. Medium: press. Primary Sara Carter URL beyond Steyn’s attribution: still thin (**sub-HOLE**).

### 4. Page HPSCI (2 Nov 2017) — Albright name-drop in **Hungary** thread

Just Security transcript: Page mentions Madeleine Albright in emails Schiff referenced, and says the Hungarian ambassador “mentioned spending time with Madeleine Albright.” Schiff: “But I’m not asking about Madeleine Albright.” Separate line: Page attended Cambridge the week after Moscow NES. **Not** an Albright interview; **not** “Page approached Albright at Cambridge.”

### 5. Schrage (convener) — Halper focused on Albright; Schrage not SCO-interviewed

Steven P. Schrage, “The Spies Who Hijacked America,” Racket News, 9 Aug 2020: for most of the conference Halper “couldn’t be bothered with Page… while focusing on Albright”; later pivots after Dearlove. Schrage also states Mueller preferred to “stay away” from interviewing him (consistent with Nunes Q at Mueller’s 24 Jul 2019 hearing: Mueller declined to address whether SCO interviewed Schrage). **Schrage statement ≠ Albright 302.**

### 6. Name / event confusions

| Confusable | Why wrong |
|------------|-----------|
| **Jonathan Albright** (Tow Center / IRA / Cambridge Analytica data work) | Different person; different Cambridge story |
| **Cambridge Analytica** (Page HPSCI: “no interaction”) | Not the July symposium |
| **9/11 Commission** Albright testimony (2004) | Wrong investigation |
| American Greatness (4 Aug 2018) putting Albright at **Moscow NES** with Page | False conflation; Albright was Cambridge, not NES commencement |
| USIP “Passing the Baton” (Jan 2017) with Albright as chair | Different event (banked USIP programme) |

### 7. Street press putting Page in Albright’s Cambridge session (not a 302)

- *Washington Post*, Mufson & Hamburger, **5 Aug 2016**: Page “catapulted” into events “such as a closed-door session **co-chaired by** former secretary of state Madeleine Albright and Republican consultant Vin Weber at Cambridge University in July.”
- *Washington Post*, “Cambridge University perch…” (archive.ph/aHsj8): agenda lists Albright, Weber, James Rubin.
- Daily Caller / Daily Signal / Federalist Cambridge pieces: Albright keynote; Schrage moderated Albright–Weber.

## HOLE

**Missing paper:** Madeleine K. Albright FD-302 (or equivalent SCO interview summary) in which *she* is the interviewee, recounting the July 2016 Cambridge symposium and/or Carter Page approaching or speaking with her.

Most plausible explanation of the author’s memory (without inventing the document):

1. **Misfiled form in memory:** Halper **FD-1057** (Bureau paper, Albright named, Cambridge, Page, approach verb nearby) read as “Albright 302.”
2. **Swapped approach object:** Horowitz / EC “Page approached Halper” + Albright in the previous sentence → “Page approached Albright.”
3. **Press overlay:** Page–Sara Carter / Steyn line (Albright trying to get him into debates) + WaPo “co-chaired by Albright” session.

If a private archive copy exists outside public FOIA dumps, it has not surfaced here. Do not pin until Bates / date / interviewing agents / interviewee field are in hand.

### Halper EC line (Bureau paper naming her)

Quoted above — Albright “also at the presentation”; Page “very guarded.” Bates FBI-HJC119-CH-000260ff. **This is the only open FBI form that puts Albright in the Cambridge room with Page.**

### Press / contemporaneous street

- WaPo 5 Aug 2016 (Mufson/Hamburger) — Albright–Weber closed-door session
- WaPo Cambridge perch feature — agenda + Halper/Page contact
- Daily Caller (Chuck Ross, May 2018) — Albright and Dearlove spoke; Page met Halper on sidelines
- Daily Signal 2 Aug 2019 — Schrage moderated Albright–Weber; Nunes/Mueller Schrage exchange
- Federalist 9 Jan 2020 — notes Albright keynote; post-conference Albright public comments on Putin/Trump (26 Jul 2016) as separate street fact, not a 302
- YouTube / Cambridge: Schrage moderating Albright–Weber panel (circulating stills cited in Clinton Foundation Timeline / Daily Signal coverage)

### What did *not* exist in open record

- Albright FD-302 / SCO interview summary about Page approaching her
- Mueller Report citation to any Albright interview
- Horowitz citation to any Albright interview

## Bottom line for Chapter 15

Cambridge room with Albright is **real** (programme + press + Halper EC). Bureau paper that names her in that room is **Halper’s August FD-1057**. The approaching line in Bureau / IG paper is **Page → Halper**. The approaching line in press is **Albright → Page** (debates), via Page to Sara Carter / Steyn. **Albright’s own Mueller / Crossfire FD-302: HOLE — missing paper only.**
